The Global Supply Chain (GSC) Sourcing Director 2 for the Defense Systems (DS) Sector reports to the DS Sector Vice President of GSC and is responsible for defining and executing the end-to-end sourcing strategy for a rapidly growing $8.5 B defense portfolio (approximately $3.5 B in material sales). The role leads Category Management, Strategic Sourcing, and Supplier Agreement functions worldwide, developing category-based roadmaps and agreement strategies that secure high-value contracts while ensuring a resilient, compliant, and cost-effective supply base for mission-critical programs. Partnering closely with program managers, engineering, finance, legal, and senior leadership, the Director aligns sourcing initiatives with business growth targets, risk-mitigation objectives, and regulatory requirements.

Key Responsibilities

Strategic Sourcing & Procurement Execution

  • Develop relationships and manage engagement strategy with capture and business development teams to ensure a robust sourcing strategy for every program.
  • Own the end-to-end sourcing process for high-value contracts (>$10 M) from requirement definition to supplier selection, negotiation, and award.
  • Implement Strategic Sourcing tools (e.g., spend analytics, e-sourcing platforms, capacity and capability analysis and visibility) to increase performance, efficiency and transparency.
  • Ensure compliance with DFARS, ITAR, FAR, and other defense regulations throughout the sourcing lifecycle.

Category Management & Strategy

  • Develop and maintain a strategy to deploy a global category architecture for sector wide common materials and services.
  • Lead category roadmaps (demand forecasting, market intelligence, technology trends) and communicate quarterly updates to the executive team.
  • Conduct spend analysis and identify consolidation, rationalization, and innovation opportunities to drive cost savings and performance improvements.

Agreements

  • Lead domestic and international agreement strategy and plan across sector and supporting divisions
  • Develop and lead team negotiating long-term agreements, IDIQ contracts, and joint-venture arrangements, targeting a minimum of 10% annual cost reduction and improved terms and conditions to drive improved supplier performance.

Cross-Functional Leadership

  • Partner with Manufacturing, Engineering, Quality, Finance and Program Management to align sourcing decisions with manufacturing schedules and program budgets.
  • Lead for GSC the Make/Buy/Where strategy and plan, collaborating cross functionally to balance maximizing factory utilization (aligned to tech roadmaps and internal core manufacturing and integration competencies) with external capability and availability to maximize meeting business performance.
  • Mentor both direct and indirect team members.

Performance & Continuous Improvement

  • Manage performance through KPIs and scorecards (cost savings, supplier performance, compliance, lead-time) and present results for monthly GSC and quarterly Sector LT Operations reviews.
  • Drive lean/six-sigma initiatives to streamline sourcing processes and reduce cycle times.
  • Champion diversity-supplier programs and ensure alignment with corporate ESG objectives.

Basic Qualifications

  • Bachelor's degree in Supply Chain Management, Business, Engineering, or related field. JD or MBA preferred.
  • 10+ years of progressive procurement/sourcing experience, with at least 8 years in a global defense or aerospace environment.
  • Demonstrated oversight of >$2 B of spend and management of multi-regional sourcing teams.
  • Deep familiarity with DFARS, ITAR, FAR, GSA, and Defense Contracting Procedures.
  • Proven ability to develop and track multi-year cost-saving targets.
  • Experience leading cross-functional, matrixed teams across North America, Europe, and APAC.
  • Track record of negotiating complex, high-value agreements (including IDIQ, indefinite-delivery, and teaming agreements).
  • Proficiency with SAP, Costpoint and Ariba platforms; strong Excel and data-analytics skills.
  • Ability to travel up to 50% of the time (supplier and regional sites)
  • Ability to obtain and maintain a Secret security clearance.

Preferred Qualifications

  • Juris Doctor (JD) or Masters of Business Administration (MBA) Degree
  • Active Secret security clearance

Primary Level Salary Range: $190,100.00 - $330,100.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
